The circuit includes pilgrimage sites such as Bodhgaya,Sarnath, Kushinagar, Rajgir and other important sites in the Buddha's quest for enlightenment around 200 BC. It has largely been frequented by devout Buddhists and there is a major opportunity to improve conditions for the pilgrimage market while at the same time broadening the circuit to attract non-Buddhist travelers who are interested in the cultural and historical significance of the area. The project was undertaken by the India Ministry of Tourism and the International Finance Corporation (member of the World Bank Group), with The Journey as specialist consultants

The project included a thorough assessment of the various sites, numerous stakeholder interviews, specific site project concepts and an overall strategy document that included and vision and growth targets as well as implementable recommendations for developing infrastructure, services, human resources and promotional programmes towards growing tourism along the circuit
